The Declaration of the Second Croatian Rural Parliament adopted in Međimurje

The Second Croatian Rural Parliament was held from 20th to 22nd of April 2017 in Sv. Martin na Muri, with the topic "Integral development through cooperation". Over 300 participants from all parts of Croatia participated in this big event - representatives of LAGs and other non-governmental organizations working on rural development, expert and scientific organizations, ministries, state administrative bodies and local government self-units, entrepreneurs, agricultural producers, craftsmen and other stakeholders of rural development.

The Parliament was organized by the Croatian Rural Development Network, LAG Međimurski doli i bregi, the Municipality of Sveti Martin na Muri and Lifeclass "Terme Sveti Martin". Representatives of ODRAZ participated in its organization and implementation. The President of ODRAZ Višnja Jelić Mück participated in the organizational committee of the Second Croatian Rural Parliament and in the opening panel of the Parliament. The Director Lidija Pavić-Rogošić, also a member of the European Economic and Social Committee (EESC), was a moderator of the rural café and thematic workshop "Innovative approach to the community". Martina Vojković and Martina Jagnjić actively participated in the workshops. Many participants of the ODRAZ's projects also participated in the Parliament.

The first day of the Parliament commenced with the Plenary session of the Croatian Rural Parliament "Rural chat", followed by the Rural Café. Interesting scientific research projects, scientific and expert papers, projects dealing with rural areas or contributing to improvement of life conditions in rural areas were all presented at the posters under the name "Interdisciplinary cooperation towards better quality of life in rural areas".

On the second day of the Parliament the panel discussion about the programs of rural development was held. Important stakeholders participated in it; representatives of ministries and regional authorities, the President of the Croatian Rural Network, a representative in the European Parliament, a member of the European Economic and Social Committee and representatives of international networks. In the afternoon part of the program nine parallel field workshops took place.

The last day of the Parliament was reserved for presentations of the results of field workshops, conclusions and adoption of the Declaration of the Second Croatian Rural Parliament, the Media Conference and the study tour of Međimurje.

The Declaration is based on ten items:

  1. Detection of the problems of rural areas
  2. Importance of education and fostering of innovations
  3. Innovative approach to community
  4. Inclusion of public in the decision-making processes
  5. Reaffirmation of the expert approach
  6. Development of the entrepreneurial spirit
  7. Strengthening of local connections ("value chains for rural development")
  8. Links between urban and rural areas
  9. Preservation of local identity
  10. New developmental possibilities through cooperation and the establishment of connections
